CLEVELAND (AP) - The Cleveland Browns found themselves in familiar territory after three quarters against Ben Roethlisberger and the Pittsburgh Steelers on Sunday night - trailing.


The Browns, trying to turn around history against their vaunted rivals and swirling 60-mph wind, fell behind when Roethlisberger hit Hines Ward with an 11-yard touchdown pass in the second quarter. Jeff Reed's 48-yard field goal midway through the third made it 10-0.

Two penalties against the Steelers helped the Browns get a 31-yard field goal by Phil Dawson with 1:25 left in the quarter to get Cleveland within 10-3. LaMarr Woodley was called for a roughing-the-passer penalty after Browns quarterback Derek Anderson completed an 8-yard pass to Kellen Winslow.

A 13-yard pass to Braylon Edwards put the ball at Pittsburgh's 21. Linebacker James Farrior received a 10-yard taunting penalty on the next play, giving the Browns a first down at the 10.

The drive stalled and Dawson connected into the wind.

Anderson threw two key interceptions in the first half.

He drove the Browns to the Pittsburgh 11 with 8 seconds left in the second quarter, but was picked off by Troy Polamalu at the 3.

The first interception set up the Steelers' touchdown. Bryant McFadden, starting for injured cornerback Deshea Townsend, hauled in an underthrown pass to Edwards at the Pittsburgh 30 early in the second quarter.

Pittsburgh gained a first down then got another break when Roethlisberger was sacked for a 7-yard loss by Shaun Smith - who was called for a 15-yard grabbing the facemask penalty that put the ball at the Cleveland 49.

Pittsburgh quickly lined up for a fourth-and-1 play at the 40 and Browns linebacker Willie McGinest jumped offside. But the Steelers had called a timeout from the sideline an instant before the infraction.

Willie Parker carried 13 yards around right end, then Roethlisberger found Santonio Holmes on a slant pass for 15 more to the Cleveland 12.

One play later, Ward dropped a potential TD pass, but Roethlisberger went right back to his favorite receiver in the middle of the end zone to cap a 12-play, 70-yard drive.

A wind-whipped drizzle - the still powerful remnants of Hurricane Ike - pelted fans midway through a scoreless first quarter.

It failed to dampen an enthusiastic crowd that included Olympic swimming champion Michael Phelps in Cleveland's first nationally televised prime-time home game in five years.

The Browns have lost nine straight to their AFC North rivals and are coming off a disappointing 28-10 loss to the Dallas Cowboys in their home opener.

The Steelers, 8-1 in Cleveland since the Browns returned to the NFL in 1999, rolled to a 38-17 opening win over the Houston Texans. Roethlisberger sustained what the team called a bruised shoulder in that game. TV reports Sunday said it was a separated shoulder that limited him in practice all week.

Cleveland went three-and-out on each of its first three possessions - the second ending with a dropped pass by Edwards, who has drawn the fans' wrath of late. He dropped three passes - one a certain touchdown - in last week's opener, then a few days later was cited for driving 120 mph on a local freeway.

Steelers defensive end Brett Kiesel and Browns linebacker Kris Griffin both went out with calf injuries in the second quarter. Cleveland defensive lineman Robaire Smith left in the third quarter with an injured ankle.
